Permanent territory of United Nations

UN works as federation of nations having its goals and objectives but in true sense it would not achieve its goals and objectives as desired unless it has its own permanent territory. A territory permanently leased to UN having no other but only UN’s jurisdiction over it could become capital of the world. The age and time are ripe that we as world establish a capital for ourselves through UN.

Status

The territory would be leased by one or several nations but it would be permanently leased to UN for setting up of the future capital of the world. Once leased all jurisdictional authority of the leasing nation/s would cease and territory would come under sole jurisdiction of UN. The UN’s territory would have its own federal government and municipality. Politically speaking it would become a sovereign independent territory. UN would no more remain a mere international organization but would become the federal capital of the World.

Geography of UN’s territory

Not any country can lease its territory for setting up of the said territory. Various parameters should be considered. Territory leased to UN should not be land-locked, so that UN can develop its own harbor and port. It should not have climatic extremities and should be workable all round the year. It should not be prone to frequent natural calamities ie: earth-quakes, storms, flood, Tsunami etc. It should have sufficient natural region with its own flora and fauna. It would be best if the territory has river. The territory should support farming, fishing, tourism etc. It should be workable all round the year. The territory with little already domiciled population should be best suited for the purpose. It should have area about the size of island of Cyprus, Tasmania or Taiwan. Already, well developed metropolitan city should be avoided for this purpose.

Leasing and compensation

The lease should be irrevocable during the existence of UN. It is obvious that the area to be leased generates certain GDP; this GDP should form the basis for compensation. A part of this GDP should be paid to the leasing nation on annual basis since leasing date. Any increment in total GDP following the lease should not be considered while payment. Only the part GDP on the date of leasing should be adjusted to future values for future payment to the leasing nation. The percentage once fixed should not be adjusted in future. Any further increment in GDP through further addition of infrastructure should be considered UN’s GDP.

Political makeup

Secretary General of UN should be the president of UN territory. UN territory should behave like a nation but should remain away from permanent ‘nationing’. The territory should act as federal capital of the world and much like a monitor for good governance of other nations. UN territory should be a nation in itself but having no vested interests and political aspirations, it should just remain Neutral capital territory. Obviously, it would be so since if it has no permanent citizens then how can politics and vested interests can come into play? All international territories which could not be claimed by any nation like Antarctica should become colony of the United Nations; however their status quo should be maintained. The UN territory should not have any National anthem or such other stuffs so as to avoid creating Nationalist sentiments.

Citizenship and Visits

UN’s territory should have no permanent citizens. However it should have provisions for its populace rather than citizenship. There would be only three categories of people in UN territory.

Temporary citizens: The UN workforce while their engagements with UN would become the temporary citizens of UN. The people would temporarily give up their previous citizenship and would acquire temporary citizenship of UN. The moment the person retires or gives up the work with UN would lose this temporary citizenship and once again would acquire the prior citizenship.

The temporary citizens who enjoy the citizenship only during their engagement with UN, their direct relatives or wards forming family with them would also become secondary level temporary citizens. No temporary citizen should be allowed a permanent status once they give up the work, they must leave.

Permanent visa holders: The people who were already domiciled in the territory on the date of leasing should be treated as citizen of the leasing nation, however they should be granted permanent visa. Thus the people domiciled in the territory would continue to live in the territory as permanent visa holder with the citizenship of the leasing nation.

The people who have permanent visa while also have citizenship of leasing nation. The permanent visa holder should exercise the visa much like temporary citizenship but don’t actively take part in administration except for municipal related opinion/voting. Only the domiciled citizen of the leasing nation or their direct family should be allowed to enjoy permanent visa.

People residing in the area which is leased to UN for its territory should be granted permanent visa and all rights for permanent stay and yet be the citizens of leasing nation. They have right to exercise their political rights in the leasing nation, but all municipal voting rights be transferred to UN territory. Only these permanent visa holders should be allowed to take part in municipal matters along with UN administrative dept the temporary citizens.

In case permanent visa holder loses the citizenship of leasing nation the person should also lose permanent visa in UN territory. However, special consideration should be shown in accordance with the law of leasing nation to grant them temporary visa for visit to their once domiciled territory.

Temporary Visa holder : The Students, workers, researchers etc who stay in UN territory for study, research or work as an employee of a company having office in UN territory be treated as temporary visa holder. The visitors having temporary visa are either on UN assignment, delegation, international meet, tourists etc.

Although no temporary citizens would be allowed a permanent status once they give up the work and they must leave, special provisions if they had served particular term should be made so they can easily visit the UN territory when they like in future. Only permanent visa holder should be allowed to stay even if they don’t work of UN.

Birth and death

Children born within UN territory would not acquire its temporary citizenship. Only children born to parent who serve UN should immediately acquire UN’s temporary citizenship and would lose it the moment his/her guardian loses the citizenship and acquires the corresponding citizenship of the guardian. Children born to permanent visa holder should acquire permanent visa and citizenship of leasing nation.

Any person who dies within UN territory be allowed to get buried in secular burial ground or be cremated in a crematorium within the territory, if deceased’s kith and kin desire so. The kith and kin be allowed visa to visit and pay homage to the graves. If prisoners serving term within UN territory dies, the body should be returned to person’s native country and should never be allowed to bury within UN territory. Already existing cemetery be kept existing but burial be allowed only to permanent visa holder, UN’s temporary citizens should have no right to be buried in those ground, only secular burial ground be used for them even if the temporary citizen share the faith with the cemetery existed at time of leasing.

Infrastructure

It should have such a landscape that airport could be developed, and high rising development could be made possible. It should have its own money generating sources to make UN sustain on its own money farming, fishing, mining, power generation, medical-research institutes, several educational institute, universities, corporate and IT parks, hotels, tourism, Trade zones etc.

Institutions

All major institutes of United Nations should be transferred to that territory. The territory should have rail, road, air and sea connection with all major cities nearby. The territory must also have its own natural reserve with its flora and fauna to be preserved and cherished.

Judiciary

The UN territory should also have its judiciary under jurisdiction of ‘International court of justice’ wherein international criminals be dealt according to international law. Any person anywhere in the world commits any severe international crime whose new provisions wouldn’t have yet legislated by countries (Terrorism, Slavery, Inhumanity, Atomic threats etc) be handed over to UN and should serve punishment for international crime under UN’s jurisdiction.

If any country start to deal with any such crimes as per their legislations already in force may deal with corresponding criminals, but once a nation starts the deal with such a matter according to its own laws within their territory they should have no right to project it as international matter. Only matters of international crimes be dealt with UN in that case nations should have no play, nor their legislations.

Industries and Companies

All already existing companies, industries and institutions at time of leasing should have their national and state’s tax be paid to leasing nation while the local taxes be no more paid to leasing nation rather be paid to UN. Any new company, industry or institution set up in the UN territory should have all taxes be paid to UN while leasing nation should have no play in their execution.

Finance and currency

A new currency (UN dollar) for UN territory be developed which should be convertible to any other currency but should not be used in international market. Its purpose should be just to exchange money for use within UN’s territory or UN’s trade. Apart from this it should have no other play. A UN bank should be established and the currency’s (UN Dollar) exchange etc be governed by UN bank.

Taxation

Taxes could be levied on people. Special consideration for permanent visa holder in matter of taxing on local level should be taken up. The annual compensation paid to leasing nation would cease all taxation rights within the UN territory of leasing nation. Permanent visa holders’ state and national taxes being paid to leasing nation on par with its other citizens should have no concern with the UN territory. The leasing nation could only levy state and national income tax on permanent visa holders of UN territory, but all territory related and territory generated Local taxes from permanent visa holder should be sole concern of UN’s administration.

Languages

Already prevailing language and dialect of the UN territory be granted official status in the UN territory, while other official languages of UN should be applied as suitable. However, permanent visa holders could never be forced to study any UN’s official language in their education or any other official work. However, all temporary citizen in their education be kept aloof from learning permanent visa holder’s language, rather be taught UN’s official languages. Signs and information board must respect local language.

Religion

The UN territory should have no permanent religious mosques, church, synagogues and temples; except for those which already existed at time of lease. All temporary citizens however be allowed to practice their individual faith in private sessions, if they hire some property (community hall) they be granted right to pray but that should never be designated as permanent place of worship.

Name, creation, area and possible sites

Either local name be retained for the UN territory or a non-controversial name be coined out of an international contest and a draw. If we work for next five to eight years we can establish such a territory for UN. The possible locations could be Eastern North America, Portuguese coast, Western Australia or Mediterranean region or any other neutral zone.

Existence

The territory should be permanently leased to United Nations as long as we expect UN to exist. May it not be so in future if UN is dissolved the territory should be merged back to the leasing nation; only if such an agreement is reached that another International organization is not to be formed to replace UN. Any possibility for such unforeseen event is surely rarest of the rare, because when the world begins to reap the benefit of UN territory no sane politics will ever want it to be given up.

Roman Catholic Church felt the necessity for its own territory for good governance, UN’s influence is much broader than the RC Church thus it too need its own territory. Even RC Church is showing good governance, UN territory too would do so. We, the people of the world in the age of globalization surely need one capital for our modern world.

UN aids, funds the temporary leasing

Of developing and underdeveloped nations it’s been seen they haven’t met the development index as was prescribed for them. Thus, this whole new political remedy should be applied as follow. The most critical yet suitable territory to be developed be leased to the UN territory by the developing or underdeveloped nation for a period of say from five to fifty years, its domiciled citizen be granted temporarily permanent visa holders status. UN administration then work to bring up the temporarily leased territory for development. After lease is over it be remerged with the nation. Rather than granting funds and aid this procedure should be used. Domiciled citizens acquiring temporarily permanent visa be given free access even to all other territories of UN; all temporarily leased as well as permanently leased territory.

Not more than 200 such project be taken, of which eighty be from developing nations and 120 be from underdeveloped nation. The leasing nation could levy national or state’s tax , but no local taxes. Also, UN be eligible to acquire 30% of surplus for itself, rest 80% be kept in account of that territory, or be reused in that area. UN could not use the remaining 80% surplus on any other location to prevent money outflow. Once the lease is over for temporary territories they be not lengthened rather must be remerged to the leasing nation. The project may range from industrialization of the area; to forest or mangrove preservation, it may even be a sanctuary or a historical site to be restored.

Laws of temporarily leased territory could remain slight different from those of permanent UN’s territory, however they must serve UN’s aim and motive.

Sub permanent territories

There should be provisions to accept if conscience is reached to acquire other permanent sub territories in different part of the world in addition to main territory, but it should never give glimpse of colonialism, rather should merely be for good of the world.

Utopia

As capital of the world it would become the Utopia, a standard for human civilization!
